Trust and transparency

What we can show you, and what we don't claim

Silsilat gives Ar-Rahnu operators and financing partners one shared record of every valuation, approval and payment. This page says plainly where we stand today.

Where we are today

  • Running as a pilot with selected Ar-Rahnu operators.
  • The platform's structure is under Shariah and legal review.
  • Each financing product is approved before it can be used.
  • Open to institutional financing partners only, not the public.

Shariah position

Silsilat is designed to support Shariah-compliant Ar-Rahnu financing. The platform's overall structure is under Shariah and legal review, and each operator's financing products are approved before they can be used. We will publish the outcome of that review here.

How regulation applies

Silsilat works with cooperative Ar-Rahnu operators, which are supervised by Suruhanjaya Koperasi Malaysia (SKM). The operator provides the financing to its customers under its own products; Silsilat provides the technology and the shared record.

The platform's controls are designed around SKM's Ar-Rahnu directive (Arahan SKM Bil. 1/2025): limits, disclosure, custody, notices, complaints and reporting. Each operator remains responsible for its own compliance.

What the platform enforces

These rules are built into the software, not left to policy documents.

Valuations by people

Every item is valued by the operator's valuer from its weight, purity and the operator's published buying price. Nothing is estimated automatically, and the valuer cannot also approve the financing.

Limits checked before approval

Financing amount, tenor and charges are checked against the operator's approved product and the regulator's limits before anyone can approve it.

Approval authority by amount

Each approver has a limit set by the operator's board. Larger financings go to someone with the authority for them, and nobody approves what they originated.

Custody on record

As standard, each item is sealed and its vault location recorded before pay-out. Every movement and release is logged, and releases need a second person.

Clear disclosure

A product disclosure sheet with the actual charges is produced for every financing, and each branch's price board shows its daily gold price, margin and charges.

Notices before any sale

An item is sold only after the overdue and auction notices and waiting periods, by public auction. Any surplus is recorded and paid to the customer.

Complaints with deadlines

Complaints are acknowledged and resolved within set deadlines, and can be escalated to the regulator. Every step is kept.

Screening and data protection

Customers are screened before financing. Personal contact details and evidence files are encrypted, and operators see only their own customers.

AI that advises, never decides

Any AI risk commentary is labelled advisory and never blocks or approves anything. The valuer's valuation and the approver's decision are binding.

How we protect accounts and records

For financing partners

  • Each funding request shows the item, its valuation and the financing it supports, before you decide.
  • You approve or decline every request yourself.
  • Statements reconcile to a double-entry ledger and the operator's bank records.

Returns are not guaranteed. Partners are repaid when financings are redeemed and settled, and repayment depends on customers and operators.

What we don't claim

  • Silsilat does not yet hold a Shariah certification for the platform's overall structure; that review is under way.
  • Silsilat is not a bank. Nothing on Silsilat is a deposit, and financing partners' funds are not protected by deposit insurance.
  • Silsilat is not open to the public for investment. Only institutional financing partners can take part.
  • Partner returns are not guaranteed.

Raise a concern

If something on this page is wrong, or you have a concern about the platform, contact us or call +60 3-2201 1834. We reply within 2 business days. Customers with a complaint about a pledge should raise it with their Ar-Rahnu branch, which must acknowledge and resolve it within set deadlines.
